Chairman Prevratil called the meeting to order with a salute to the flag. Roll Call: Chairman, Frank Prevratil Present Dan Hornick Present John Gillivan Present Dan Judge Present George Lashoff Present Les Samiof Present Kevin France Present CPD Liaison Officer DePaulo Present Liaison Sim Present Secretary Blot Present Minutes of the regularly scheduled meeting that was held on February 11, 2021 were reviewed by the present members of the committee. Mr. Hornick stated that at the previous meeting the Chairman got grants from Senator Breslin’s office, not him. Mr. Judge also stated a change regarding the splitting of streets regarding Harriet Street. A motion was made by Mr. Hornick to approve the minutes, as amended. Motion seconded by Mr. Judge. All present were in favor. Motion passed. Chairman Prevratil read correspondence from Ms. Candee of Fuller Terrace regarding traffic concerns. Officer DePaulo said he would reach out to Ms. Candee to address her concerns. Chairman Prevratil mentioned he spoke with someone who had concerns about ATV’s riding in the Harriet Street/Woolard Area. The resident had pictures, which were sent to officer DePaulo. Officer DePaulo stated this is a law enforcement issue, and that they have increased patrol in that area. Officer DePaulo said its important to get as much information as possible when the incidents occur. He suggested taking pictures and a description of the person and vehicle, and where abouts they were headed. He added every little detail helps. Mr. Hornick asked when the traffic counters would be available for placement? To which Liaison Sim said now that the weather is getting better we can start to line up placements. Liaison Sim also mentioned that its important that we follow up with any calls or complaints and ensure the residents that we are looking into a resolution. Chairman Prevratil stated that the speed counter grant was approved. It is for a total of 10 counters. Liaison Sim will get a date and timeframe for release of funds to pursue. Mr. France stated he drafted a criteria structure for placement of the traffic counter. Mr. Hornick stated he would like to see language added to the criteria that “multiple criteria need to be met before consideration”, “when funding is available” and add language regarding school zones. Mr. Lashoff said he would leave the document as is. Liaison Sim thanked Mr. France for drafting this criteria. Mr. Hornick added that once we have criteria established and generic standards, we will let the Colonie Police Department and Department of Public Works decide on placement. A discussion was held regarding traffic studies that are currently on file. Chairman Prevratil mentioned that as long as the street hasn’t significantly changed since the last study, those reports could be used. Liaison Sim added that we should stick with a study that is no less than 3 years old to reference. He also said if a street is on the cusp, we should reevaluate. Chairman Prevratil requested a motion to forward the speed counter criteria suggestions to the Village Board for a future meeting. Motion made by Mr. Hornick. Motion seconded by Mr. Judge. All present were in favor. Motion passed. Mr. Judge mentioned the placement of the lawn signs will begin May 2, 2021 and end October 3, 2021. He added there is a lot to do but he has broken the list down so everyone can take turns. He also checked the inventory and we have plenty of signs. Chairman Prevratil thanked Mr. Judge for organizing this and added it will be a great team effort. Mr. Judge asked that either Jamie or Alex keep track of any requests for placement calls/emails and forward them to the committee. Mr. Hornick asked about getting new ID tags, to which Jamie said she would check with Courtney. Chairman Prevratil mentioned that there are several streetlight poles that are not working. Liaison Sim said that security isn’t working due to COVID, but if anyone sees a light out, to get the area and pole number and we can let National Grid know. Mr. Judge asked Liaison Sim about a previous issue with Kasselman Solar, to which Liaison Sim said he didn’t get a chance to talk to them yet. Officer DePaulo said he would reach out to Kasselman Solar. Liaison Sim mentioned that Mayor Tobin has joined the CDTC committee. Chairman Prevratil thanked Liaison Sim, Mr. Hornick and Julianne for attending some of those monthly meetings. Page 2 of 3 Liaison Sim mentioned that we are preparing the 2021-2022 Village budget. He added how important grant opportunities are especially with revenues being down. Mr. Judge asked if we were ever able to get in touch with anyone from the State. Liaison Sim said we haven’t talked to anyone yet, and added maybe once things are no longer in a virtual setting we can have discussions with the State. Mr. Judge wanted to bring the timing of the traffic lights to their attention. A brief discussion was held regarding the American Rescue Plan. Mr. Gillivan asked if we were holding a family fun day this year in June, since he has applied for a co-exist mini-grant. Liaison Sim stated that if we do have a family fun day it probably won’t be in June, but he’ll keep the committee updated. Mr. Gillivan also applied for a twin-cities grant, which he will look into the status of. Mr. Lashoff asked Officer DePaulo if we could receive incident reports. Officer DePaulo said he could look into it, he would need certain information like where the incident took place, what time of year etc. Officer DePaulo said that Central Avenue is a huge concern with regards to accidents, especially in the Village area. Mr. Lashoff asked for an update on the crosswalk on Sand Creek Road to Bauer Park, to which no update was available. Mr. Lashoff asked that we please keep this item on the list for when funding does become available. A motion was made by Mr. Samiof to adjourn the meeting. Motion seconded by Mr. Judge.
