The regularly scheduled meeting of the Village of Colonie Planning Commission was held at Village Hall, 2 Thunder Road Albany, NY 12205 on Tuesday, March 7, 2023. ROLL CALL: Chairman: Chris Dennis Commissioners: John Martin Brittany Kendall Kenny Hart Jim Splonskowski Mark Keegan Brian Curran Village Attorney: Victor Caponera (absent) Village Engineer: R.J. Laberge (absent) Liaison: Patty Schwarz Lockart Chairman Dennis opened the meeting at 6:30 p.m. Commissioner Hart led the Pledge of Allegiance and requested that all electronic devices be turned off or muted. The Commission reviewed the regular meeting minutes from February 21, 2023. Commissioner Martin made a motion to approve the minutes as amended. Commissioner Hart seconded the motion. VOTE: unanimous to approve Change of Occupancy 12 Walker Way Section 1B Landmark Flooring Ms. Mary Clark appeared before the Commission on behalf of Mr. Joe Clark, property owner. Ms. Clark stated Landmark Flooring will be storing excess materials inside 12 Walker Way. They operate out of Interstate Avenue for sales. There are no dumpsters. All materials arrive on pallets and are stored on pallets in the building. Commissioner Martin made a motion to approve the Change of Occupancy for Landmark Flooring located at 12 Walker Way Section 1B. Commissioner Hart seconded the motion. Vote: Unanimous to approve Change of Occupancy 4 Walker Way Section 2 Jacki Oskam Basketball LLC Ms. Jacki Oskum, owner Jacki Oskam Basketball LLC and Ms. Mary Clark appeared before the Commission. Ms. Oskum stated that she provides small group and individual instruction in basketball. Ms. Oskum stated the age groups vary from elementary school to college students. She stated that it is more than just instruction of skills, it is teaching life skills through basketball. The program operates weekdays from 4 to 7 PM. However, summer hours during the week may run longer as listed in the application. Parents are required to drop the child off. Parents are not allowed to stay during their child’s programmed time. Weekend hours are in the morning. Jacki Oskam Basketball LLC currently operates out of Academy of the Holy Names. Ms. Oskum stated that class size is between one and six individuals. The maximum class size is six individuals. There will be no activities taking place outside. Ms. Clark stated there are 24 parking spaces that are not being used by the other tenants. Commissioner Martin made a motion to approve the Change of Occupancy for Jacki Oskum Basketball LLC located at 4 Walker Way Section 2. Commissioner Hart seconded the motion.
