AND RENAMING A PORTION OF SCHUYLER STREET IN HIS HONOR 87.112.21R A RESOLUTION OF THE COMMON COUNCIL URGING THE GOVERNOR OF THE STATE OF NEW YORK TO SIGN S1925/A3093 TO EXPAND THE CRITERIA FOR CHILD SAFETY ZONES TO HELP NEW YORK SCHOOL DISTRICTS, AND ESPECIALLY DISTRICTS THAT SERVE URBAN COMMUNITIES, ADDRESS STUDENT SAFETY AND CHRONIC ABSENTEEISM Council Member Farrell on behalf of the Committee on Finance, Assessment, and Taxation introduced the following: Resolution Number 85.112.21R A RESOLUTION OF THE COMMON COUNCIL CONSENTING TO AN ADJUSTMENT IN SALARY FOR CERTAIN POSITIONS FOR THE 2022 BUDGET WHEREAS, Section 604(D)(b) of the Charter of the City of Albany dictates that any transfer of budgeted funds that affects a salary total that occurs outside of those described in the duly adopted budget must be consented to by the Common Council; and WHEREAS, the Acting Budget Director has requested amendments to the 2022 proposed budget as detailed in “Attachment A” which is incorporated and attached to this resolution; NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany consents to the transfer of funds affecting the salary totals for various positions as detailed in “Attachment A” for the 2022 budget year. NECESSITY FOR LEGISLATION AND ANY CHANGE TO EXISTING LAW Pursuant to the City Charter the Council must consent to the transfer of funds that affect salary totals which occur outside of the Budget process, and must “adopt the budge with or without amendments on or before November 30 of the current fiscal year.” Council Member Johnson introduced the following: RESOLUTION NUMBER 86.112.21R RESOLUTION OF THE COMMON COUNCIL HONORING THE LIFE AND CONTRIBUTIONS OF REVEREND DR. ROBERT L. BRADLEY, SR. AND RENAMING A PORTION OF SCHUYLER STREET IN HIS HONOR WHEREAS, Dr. Robert L Bradley Sr. became the Pastor of Mount Zion Baptist Church, located at 86 Schuyler Street, in 1995; and WHEREAS, Dr. Robert L. Bradley Sr. is an honorable man who has served his country by enlisting in the United States Army, with which he served in both the Korean War from (1953- 1956) and the Vietnam Era Conflict from (1962-1965). After serving in both wars Dr. Bradley Sr. continued to serve as an Army Reservist; and WHEREAS, Dr. Bradley Sr., in addition to serving his country, believed in the importance and value of an education. He attended the Adult Education program on South Pearl Street, completing his high school diploma. After he received his high school diploma he enrolled in the College of St. Rose and his Bachelor of Arts degree was conferred in 1976. In addition to completing his BA he received a Certificate of Graduation from Cornell School of Industrial & Labor Relations, a Certificate of Ministry from Hartford Seminary, Hartford Connecticut, and a Masters of Theology, Divinity; and Doctorate of Ministry from the Faith Evangelical Seminary, Tacoma Washington; and WHEREAS, Dr. Robert Bradley Sr. understood the importance of the Black church as a safe haven for African Americans, he was drawn to serve as a pastor at the Mount Zion Baptist Church located on the street on which he grew up. He knew that this church provided a light in a community that was often forgotten and neglected and he served tirelessly and was the Pastor Moderator of the Hudson River Frontier Missionary Baptist Association, Past President of the Congress of Christian Education of Albany, New York, Assistant and General Recording Secretary of the Empire Baptist Missionary Convention State of New York and a Chari of the Rev. Dr. Martin L. King Jr Scholarship program for the Capital District Council of Churches; and WHEREAS, Reverend Dr. Robert Bradley Sr. always kept God and his faith first in his stewardship at the Mount Zion Baptist Church, winning many souls for Christ and leading that body with integrity, commitment, and a willingness to serve; and WHEREAS, not only was Dr. Robert Bradley Sr. a man of great faith, but he was also a dedicated professional who served as the Director of the New York State On the Job Training Program, Job Coach Counselor of the National Alliance of Businessmen, Job Coach Counselor for the Albany Chamber and Greater Albany/Colonie Chamber of Commerce, Board of Directors of the Urban League of the Albany Area, Board of Directors Albany Visiting Nurses Association, Capital District Human Resources Association of Albany, New York, a Course Advisor of the Council of Hudson Valley Community College, Troy New York and the list of his accomplishments goes on and on. He truly is a talented man of God who has served and continues to serve the community; and NOW THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany honors Rev. Dr. Robert L. Bradley and renames a portion of Schuyler Street in his honor. Council Member Johnson introduced the following: RESOLUTION NUMBER 87.112.21R A RESOLUTION OF THE COMMON COUNCIL URGING THE GOVERNOR OF THE STATE OF NEW YORK TO SIGN S1925/A3093 TO EXPAND THE CRITERIA FOR CHILD SAFETY ZONES TO HELP NEW YORK SCHOOL DISTRICTS, AND ESPECIALLY DISTRICTS THAT SERVE URBAN COMMUNITIES, ADDRESS STUDENT SAFETY AND CHRONIC ABSENTEEISM WHEREAS, S1925/A3093, sponsored by Senator Robert Jackson and Assembly Member Pat Fahy, expands the criteria for Child Safety Zones to help New York school districts, and especially districts that serve urban communities, address student safety and chronic absenteeism. The state’s current Child Safety Zone law and regulations include safety criteria most frequently found in rural and suburban districts; and WHEREAS, Chronic absenteeism is a leading indicator of low student performance in New York and nationwide. Simply put, if students are not in school they cannot learn. In our school district, a majority of our families live in poverty. Consequently, their children (some as young as 4 years old) have to walk to school if they live less than 1.5 miles away. The current structure of the state’s transportation law limits our ability to provide bus service for these children; and WHEREAS, State law currently allows districts to create Child Safety Zones and provide bus service for students who would not otherwise be eligible, and receive state reimbursement for those under-mileage students. However, the regulatory criteria to establish Child Safety Zones currently take into account only traffic and pedestrian safety conditions such as high speed limits and lack of sidewalks – circumstances not found as often in cities; and WHEREAS, S1925/A3093 would add the density of vacant properties and crime rates to that criteria. Moreover, the state’s current transportation regulations do not fully align with current law, omitting criteria for commercial and industrial properties from the point system used to consider new Child Safety Zones.
